Really weird. That can hapen on bad cracks for game but on oryginal game it is weird. I didnt play on steam version yet so I dont know what can be wrong. I have this game on DVD and didnt have this problem. When I was trying some NOCD files to stop using DVD always in drive and as I remember maybe I had this one time when used some wrong nocd file but I fixed it somehow. Maybe by finding other crack.

Now I have this game on steam too as complete pack of all GTA games but didnt play it on steam yet. I am installing it now so Ill see if there is something that can cause this. On DVD version I had to install that rockstar society club or something like that. I dont know if this is also on steam version. Maybe you blocked something with firewall.

If I will have same problem then I will write here about it. Didnt they remove that in some patch? That thing which forces player to use that games for windows account? It is annoying for me. I have GTA4 from DVD which I cracked to not put DVD every time when I want to play and on that version I dont have that social club stuff. So maybe on steam version you dont need to install that social club and log in to that games for windows.

You can try to use crack on that game to get rid of that drunk effect. Patch it to 1.0.7.0 and use noCD patch (crack) This would help and I am shure about it on 99% Beter this way or to not to play. You already have bought it so you are doing nothing wrong.

I also would recomend to you trying to close all unwanted programs that working in background. Especially programs that emulates drives like daemontools, alcohol120 ect.
